Throughout the project we conducted desk and user research on various Innovation Programmes to understand what approaches to data innovation had looked like in the past. This included researching innovation programmes related to Smart Data schemes, and those outside of these schemes to understand how they help solve specific challenges and unlock innovation.
From this we analysed patterns and assessed blockers and opportunities for impact presented by the different innovation models so that we could provide practical recommendations for key audiences involved in Smart Data schemes.
We captured many of the findings from the research in our ‘Innovation Programme Inventory’ which is featured below. We would also like to highlight five that stood out:
The Digital Sandbox by the Financial Conduct Authority

The Innovation Programme Inventory explores how to support and incentivise innovation within Smart Data initiatives and how that links to open data strategies, by building on the ODI’s existing work on data portability and potential use cases for consumers and providers. It represents an inventory of existing innovation programmes currently in place within the smart data ecosystem, and those with the potential to help deliver the smart data outcomes going forward.
The tool is presented in the form of a spreadsheet, to help different actors understand what existing innovation programmes could be most helpful to them when deciding to pursue an innovation programme either within their sector, or across sectors. It is by no means a comprehensive list of innovation programmes, and is intended to be a living community resource.
