Create guidelines and policies

Guidance and policies might be created or adopted to support data users to create value from data. Guidance can help us to better understand how data can be accessed, used and shared in a particular setting. Policies are similar to guidance, but are usually mandatory, and may have consequences if not followed.

Examples of data access initiatives providing guidance include:

  • Open Ownership – governments use guidance provided by Open Ownership to make it easier to access high-quality and connected data about who owns, controls and benefits from companies

  • 360Giving – UK funders use guidance provided by 360Giving to publish open, standardised grants data, and empower people to use it to improve charitable giving

  • The International Open Data Charter – governments use policies and practices provided by Open Data Charter to open up data which helps to address anti-corruption, climate action and pay equity
